
On 17 April 2025, Minister of Youth, Social Development and Seniors, the Hon. Tinee Furbert, JP, MP, visited Garrison View to mark the second anniversary of Bermuda’s Independent Living Programme (ILP). The visit celebrated the progress of this initiative, which supports young adults aged 17½ to 24 as they transition to independent living. Since its launch, ILP has served twelve residents, providing person-centred care through a committed team. The programme currently has eight residents. As part of recent upgrades, ILP offices, a visiting area, and a wheelchair-accessible apartment will soon be used by those needing accommodations or preparing to live independently. Renovations are expected to be completed in the coming weeks.
Minister Furbert commended the team, saying, “This programme is a shining example of how community-driven, tailored support can truly change lives. It’s uplifting to see young people empowered to take charge of their futures in such a supportive environment.”
The ILP team, including a Coordinator, Support Worker, and two Independent Living Specialists, provides skill-building, crisis management, and advocacy. The LIFE (Living Independently Forever Empowered) money management programme has boosted financial literacy and contributed to a 60 percent increase in independence-focused sessions in early 2025.
ILP Coordinator Charmaine Richardson shared, “I am delighted by the remarkable growth and development of our young people in ILP. I am fortunate to work alongside an exceptional team that demonstrates unwavering commitment each day, addressing their needs and concerns with professionalism and compassion.” Residents echo this appreciation, with one anonymous survey respondent stating, “All staff members have impacted my life.” The programme’s emphasis on safety and support continues to resonate with those it serves.
ILP has grown through partnerships with Bermuda author Kim Roberts, Bermuda Commercial Bank, CG Insurance, the Centre Against Abuse, and the Department of Health. Internships provided through Workforce Development have given students valuable experience in youth and social services. With success stories ranging from graduations to employment and personal milestones, the Independent Living Programme remains a vital bridge for Bermuda’s youth toward self-sufficiency.
